strat.refine¶

Refine strategy documents by adding the HOW -- technical approach, affected components, impacted teams, dependencies, non-functional requirements, effort estimates, risks, and open questions. Uses architecture context from opendatahub-io/architecture-context to ground the strategy in actual platform components and APIs. Supports revision mode: if prior reviews exist, addresses specific reviewer concerns without regenerating from scratch. Uses a fork context for isolated execution.
