Determines test levels (API integration, UI, security, performance), test types (positive, negative, boundary, regression), feature-specific priority definitions, non-functional requirement assessments (disconnected, upgrade, performance, RBAC), and risks with impact/probability/mitigation. Produces findings for Sections 2, 7, and 8.
