Identifies cluster configuration requirements (OpenShift/RHOAI versions, databases, runtimes), test data requirements, test users (service accounts, RBAC roles), infrastructure dependencies, configuration (env vars, ConfigMaps, feature gates), and test tooling. Produces findings for Sections 3 and 9.
